California's Early Start program is separate from private ABA therapy — here's how both systems work and how families often use them together.

How to Get Early Intervention Services in California
If your child is under 3 and showing signs of a developmental delay or autism, California has a public program specifically for this age group, separate from private therapy providers. Here's how the system works and how private ABA therapy fits alongside it.
What Is California's Early Start Program?
Early Start is California's early intervention system for children from birth to 36 months with a developmental delay or a condition that puts them at risk for one. It's coordinated through Regional Centers — nonprofit agencies contracted by the state to evaluate children and coordinate services like speech therapy, occupational therapy, and developmental support.
How to Get Evaluated
You don't need a doctor's referral to start this process. Families can contact their local Regional Center directly to request an evaluation. A pediatrician referral can also start the process, but it's not required — you're allowed to reach out yourself if you have concerns.
What Happens After Age 3?
Early Start ends at 36 months. If your child still needs support after that, the transition point shifts to your local school district, which handles early intervention through preschool special education services and an IEP (Individualized Education Program). Your Regional Center coordinator should help start this transition process before your child's third birthday.
How Private ABA Therapy Fits In
Early Start and Regional Centers are a separate system from private, insurance-funded ABA therapy providers like Intercare. Intercare doesn't hold a Regional Center contract — our services are accessed directly through your health insurance, based on an autism diagnosis, rather than through Regional Center referral. Many families pursue both at the same time: Early Start's developmental services while also getting an autism evaluation and starting ABA therapy through insurance.
Frequently Asked Questions
Is Early Start free?
Initial evaluations are provided at no cost regardless of income. Ongoing services may have some cost-sharing depending on your family's circumstances and the specific service, but many families pay little to nothing out of pocket.
Do I need a doctor's referral for Early Start?
No. You can contact your local Regional Center directly to request an evaluation.
Does Intercare provide Early Start services?
No. Intercare provides private ABA therapy that's accessed through your health insurance, separate from the public Early Start system. Families often use both.
What if my child doesn't qualify for Early Start?
You can still pursue an autism evaluation and start insurance-covered ABA therapy independently — Early Start eligibility isn't a requirement for either.
